I have written this dictionary for programmers. Here it is.

You may find other dictionaries on Wikipedia. There is also a Geek Phonetic Alphabet although it's not so geeky. Please let me know if you have a better word :-)

What can I use it for?

It is useful for spelling out words and phrases to programmers to prevent mis-spelling, especially over the phone. For non-programmers, you may want to use http://www.phoneticise.com/.
